The displaced: an invisible actor in planning and development?

This article presents sorne general lineaments on the relation displaced-identity-planning-development.
The constructions make it about the displaced are diverse; and this when we see it, because generally, is an invisible actor: invisible as "subjects" of polltical public, invisible to incorporate them to plans or projects of development, etc. These writings, as lt would say Castillejo, "try to give voice in this kingdom of silence ".
